Ottoman statesmen since the beginning of the 19th century well understood the growing supremacy of European states and try to counter this with the policy of Westernization. Carriers of the system began to question themselves and doubt about validity of the system. According to the emerging new mental, the main reason of the Ottoman state remain back against the West was the West's technical hegemony. Handling of the problem as a remedy was to reform the Ottoman Empire in western sense and seen to be as the west. In particular, Sultan Selim started reform movement known as 'Nizam-i Cedid? and Sultan II. Mahmud had followed him. 1839 Tanzimat Movement was the most important of those reform efforts. While Ottoman Empire practiced these reforms, dissenting voices began to rise inside state against the reforms. At the end, this opposition turned into an action known as 'Young Ottomans' movement. Young Ottomans, for the first time introduced the ideas of liberalism and Nationalism to Muslim people. They trying to adopt these ideas to Muslim society easier and reconcile these ideas with Islam. These ideas and concrete demands based on that belief, namely, constitutional and parliamentary government demands, also adopted by groups who are fighting against the Ottoman state oppression in 1876, 1878, 1889 and 1905.The most important of these groups of Union and Progress Party was founded with name of Ittihad-i Osmani League as a secret society to dethrone Sultan Abdulhamid. The political activism that aims to save the state took place at the forefront idea of CUP. Seeing the separation of various nationalist movements gained success each passing day, the main concern of the Young Turks was to rescue the autonomy and geographical integrity of the Ottoman Empire. Many Kurds was active, from the foundation of society, within the community of Union and Progress. Kurds as Abdullah Cevdet and Ishak were among the founders of committee. However, relationship between the Kurds living in the East and the CUP, usually, was not very good. Kurdish tribal elites who were at the Leadership position in the region were in disagreements with CUP due to loss of power which they enjoy. The situation was different in terms of the Kurds in Istanbul. The Kurdish elites living in the capital were in good relations with leaders of the CUP initially. Despite Society cannot receive support from the Kurdish tribes in the eastern region Kurdish intellectuals supported the association. With II Constitutionalism after the announcement of the Constitution and the freedoms holiday atmosphere took place in Kurdish towns and villages and it had good reason to be. Kurdish community felt that it was a harbinger of the public order and the end of prohibited Hamidiye Regiments. The loss of soil in wars, the idea of Nationalism based on ethnic problems, compelled Committee of Union and Progress to produce new policy. Community began to develop new policies in order to overcome ethnic problems. Therefore, the CUP, in Istanbul, began to lead an authoritarian and chauvinistic policy. CUP, the most effective power behind the revolution in 1908, did not need to keep growing chauvinist Turkish nationalism. As a reaction to Turkish nationalism, nationalism has begun to see more interest among other Muslim nations.
