Reconstruction plans for protect are located in spatial planning category in the planning hierarchy, plays an active role in the development plan implementations and are used as a tool in order to guide the local actors. However, in the practice of spatial planning, reconstruction plans for protect are not an effective tool as expected as well as development plan implementations. While this effect comes up in the long terms in development plan implementations, due to the high intervention levels, this effect can be seen in a shorter span of time in construction plans for protect. In the protected areas, the terms of settlement determined by plans arise as the factors which affect the basic parts of construction of facades that make up skylines in the level of design and implementation. In this context, building facades were evaluated as basic inputs to reveal such effects in the study. For this reason, photographed and GIS interacted date base were set for all buildings in Ayder highland. Related analysis on licensed and illegal old and new buildings made on the basis of `Ayder settlement plan` and `planning notes`, to reveal the efficiency of the plan. As a result of studies, the study area which is minimally effected and where the protected structures were concentrated, is determined in Ayder region. The identity cards of protected structures were created in the area which is defined as the 9th district. We gained some findings which can be used as inputs, to be entered in the planning. The result of the studies has emerged that the implementation strategy should be established in Ayder settlement plan. In this context, we recommended zoning applications in Ayder settlement.

Koruma Amaçlı İmar Planları, planlama hiyerarşisinde mekânsal planlama kategorisinde yer almakta, imar uygulamalarında etkin rol oynamakta ve yöre aktörlerini yönlendiren araç olarak kullanılmaktadır. Ancak, mekânsal planlama pratiğinde imar planlarında olduğu gibi koruma amaçlı imar planları da beklenen düzeyde etkili araçlar olamamaktadır. İmar planlarında bu etki uzun dönemde kendini gösterirken, koruma amaçlı imar planlarında müdahale düzeyinin yüksek olması nedeni ile bu süreç, çok daha kısa sürede kendini göstermektedir. Planlarla belirlenen Yapılaşma Şartları, korunan alanlarda kent silüetini oluşturan temel parçalardan yapı cephelerini tasarım ve uygulama düzeyinde etkileyen unsurlar olarak ortaya çıkmaktadır. Bu bağlamda çalışmada, söz konusu etkinin ortaya konulması için yapı cepheleri temel girdi olarak değerlendirilmiştir. Bu yüzden, Ayder yaylasında yer alan tüm yapıların fotoğraflı ve GIS etkileşimli veri tabanı oluşturulmuştur. Eski ve yeni yapılarda ruhsatlı ve kaçak yapılaşmalarla ilgili analizler, `Ayder yerleşmesi planı` ile `plan notları` baz alınarak yapılmış, planın etkinliği ortaya konulmaya çalışılmıştır. Yapılan çalışmalar neticesinde Ayder bölgesi içinde bölgede minimum düzeyde etkilenmiş olan ve korunan yapıların yoğunlaştığı çalışma alanı belirlenmiştir. 9. Bölge olarak tanımlanmış olan alanda korunan yapılar özelinde yapı kimlik kartları oluşturulmuş; bölgenin geleneksel mimarisi, yapı cepheleri ile plan notları bazında değerlendirilerek, planlamaya girdi olabilecek bulgulara ulaşılmıştır. Ayder Yapılan çalışma neticesinde Ayder yerleşmesi planında uygulama stratejisi oluşturulması gerektiği ortaya çıkmış, bu bağlamda Ayder yerleşmesinde bölgeleme yapılarak uygulama önerileri getirilmiştir.
