In the years following the declaration of the Tanzimat, there was remarkable mobility of the social life in the Ottoman Empire. There were many policies created for women's progress by the government. Educational institutions and the press were the shortest and most effective means to reach the society in these years.Terakki-i Muhadderat (1869-1870) also started publishing life as a result of such effort. Terakki-i Muhadderat, published as a weekly supplement of Terakki (1868), is the first periodical publication for women in Ottoman press history. Between 1869 and 1870, the newspaper was published on Sundays every week for a total of 48 issues. In the issues of Terakki-i Muhadderat, the idea of women's progress had been given widespread, and women's voice had been carried to the public with the letters of the reader. On the one hand, the newspaper allowed such news like enfranchisement of women in Europe, the right to be educated, the possibility of women to work in various sectors of busines. On the other hand, they were idealised as in the line of being 'good mother, good wife, and good Muslim' with the mission to support men's progres. This dualism in the publication of Terakki-i Muhadderat policy reflected the situation of the Ottoman intellectuals, who are confused between the old and the new perceptions of civilisation. Nevertheless, it was significantly progressive to have a newspaper for women at the very beginning of the modernisation period where they discussed the progress of women in Ottoman Empire. In this study, all issues of Terakki-i Muhadderat were transcribed to Latin script and invested in terms of its form and content.

Terakki (1868) gazetesinin haftalık eki olarak yayımlanan Terakki-i Muhadderat, Osmanlı basın tarihinde kadınlara yönelik ilk süreli yayındır. 1869-1870 yılları arasında, her hafta Pazar günleri yayımlanan gazete, toplam 48 sayıdır.Terakki-i Muhadderat'ın sayılarında kadınların terakkisi fikrine geniş yer verilmiş ve okuyucu mektuplarıyla kadınların sesi kamuoyuna taşınmıştır.
