Small and medium enterprises known as SME have a significant role in developed anddeveloping countries. SMEs are important in every economy with the labor force theyemploy, investments they make, taxes they pay, efficiency they provide and the productvariety they create and finally as they are less influenced by the fluctuations in the economy. The majority of the businesses acting in Turkey are composed by SMEs. Despite this fact theSMEs have not been paid the required significance; even there has been no single definitionfor them till a very late date. In the course of time the importance of the SMEs wasunderstood by various institutions and organizations and they have begun to provide supportin required fields such as training, technology, market research, information, consultancy, financing, export.Looking through the state of SMEs in European Union, always the big companies were paidsignificance till 1970s. The big companies were observed to be influenced by the big crisis in1970s a great deal, however the SMEs were observed to have been influenced less and to havecontributed to the economy. Since then the SMEs walked away with and were never excludedfrom the agenda of EU anymore. In Turkey various actions are performed for the SMEs but when they are compared to theones in EU countries, it is observed that these are inadequate. In the case that Turkey becomesa member of EU, she will have to compete much more. In order the SMEs to achieve incompetition, they have to stand on a certain basis. Competition is not restricted to price, ratherfactors suchlike quality, brand name, after sales services, arriving at the customer in time andquickly are also becoming important. If the purpose is the empowerment of the economy leaning on competition, increasingemployment, providing efficiency and increasing export; it is compulsory to provide thenecessary support for SMEs.
