This study has two objectives. First one is developing a scale which can identify measurement and evaluation level of competence of teachers in accordance with aim and target behaviours of education. And secondly, being able to compare measurement and evaluation level of competence of biology teachers with competence level of teachers from other specialities. Sample group of this study has involved science teachers who was working in Kutayha province during 2012-2013 school period.In this study, comparative kind of relational screening model was applied. The reason behind employing screening model is identifying and comparing the competence levels of teachers, as it is, about application of exams that they prefer to use from past to present. So by doing this, suggestions for the missing part can be made and contributions to the evaluation issue can be done. In line with this objective, three dimonsional 60 item quintette lykert type scale was prepared. This scale was applied to 268 teachers in total from areas of mathmatics, biology, physics and chemistry. During the implementation it was realized that in some surveys 10 percent or more of the questions hadn't been marked. By this reason 254 surveys were involved in the analysis.First part of the test involves details about teachers and their schools, while second part tries to understand how often teachers use measurement and evaluation techniques, and third part consist of elements exploring if teachers consider themselves competent or not regarding question types and preparation issues. According to test results, no significant difference on measurement and evaluation competences was exposed netiher between biology and chemistry teachers nor biology and mathematic teachers. However since the data for Kolmogorov-Smirnov test, which was conducted between biology and physics teachers, was not normal distribution, non-parametric tests were applied, and the difference between measurement and evaluation competences of biology and physics teachers were found significant. Therefore, this indication brings us to the consequence that physics teachers are more competent than biology teachers.Key Words: Measurement, evaluation, scale devolopment, science teachers.

Bu araştırmanın iki amacı vardır. Birincisi öğretmenlerin öğretimin amacına ve hedef davranışlarına uygun ölçme ve değerlendirme tutmlarını saptayabilecek bir ölçek geliştirmektir. İkincisi ise biyoloji öğretmenlerinin ölçme ve değerlendirmedeki tutumları diğer branşlardaki öğretmenlerin tutum seviyeleriyle kıyaslayabilmektir. Bu araştırmanın çalışma grubunu 2012-2013 öğretim yılında Kütahya İlinde görev yapan sayısal öğretmenleri oluşturmaktadır.Bu araştırmada, karşılaştırmalı türden ilişkisel tarama modeli uygulanmıştır. Tarama modelinin kullanılma sebebi geçmişten günümüze kadar öğretmenlerin kullanmayı tercih ettikleri sınavları uygulama konusundaki tutumları var olan şekliyle tespit edip kıyas yapabilmektir. Böylelikle eksik olan kısımlarla ilgili önerilerde bulunup ölçme ve değerlendirme konusuna katkı sağlanabilecektir. Bu amaç doğrultusunda üç bölümden oluşan 60soruluk, üç boyutlu, 5'li likert tipi bir ölçek hazırlanmıştır. Bu ölçek biyoloji, kimya, fizik ve matematik alanlarında görev yapan toplam 268 öğretmene uygulanmıştır. Uygulama aşamasında bazı anketlerde %10 ve daha fazla sayıda sorunun işaretlenmedği tespit edilmiştir. Bu sebeple analizlere 254 anket dâhil edilmiştir.Testin ilk bölümü öğretmenlerin ve çalıştıkları okulların hakkında bilgileri içerirken, ikinci bölüm ölçme ve değerlendirme tekniklerini hangi sıklıkla kullandıklarını anlamaya çalışır ve üçüncü bölüm ise soru tipleri ve hazırlanışı konularında kendilerini hissedip hissetmediklerini ortaya çıkaran öğelerden oluşmaktadır. Testlerin sonucuna göre biyoloji ile kimya ve biyoloji ile matematik öğretmenlerinin ölçme ve değerlendirme tutumları arasında anlamlı bir fark bulunmadığı sonucuna ulaşılmıştır. Ancak Biyoloji ve fizik öğretmenleri arasında uygulanan Kolmogorov-Smirnov testi için veriler normal dağılmadığından ötürü parametrik-olmayan testler uygulanmış ve biyoloji ile fizik öğretmenlerinin ölçme ve değerlendirme tutumları arasındaki farkın anlamlı olduğu bulunmuştur. Bu bulgu ise bizi fizik öğretmenlerinin biyoloji öğretmenlerinden daha olumlu tutum geliştirmiştir olduğu sonucuna ulaştırmaktadır.Anahtar Kelimeler: Ölçme, değerlendirme, ölçek geliştirme, sayısal öğretmenler.
