To promote scientific literacy, the current science education program highlights the importance of instructional technologies contributing student science learning and promoting their sense making by enriching learning environment and increasing the opportunities for all. In that case, it is important to explore science teachers' perceptions about the web-based instructional technologies that they use in their classroom and the effectiveness of their use of web-based technologies to promote scientific literacy. The purpose of this study was to understand teachers' perceptions of web-based instructional technologies and alignment of their use of such technologies with benchmarks within the science education program as well as the effectiveness of their practices to promote student science learning in gaining scientific literacy skills. As a qualitative research, in a public school during 2019 spring and 2019 autumn semesters, this research was used multiple case study design with the participation of 3 science teachers and total 9 students in their classrooms defined by maximum diversity sampling method. By this design and method, it was possible for researchers to study research questions with and in-depth and detail understanding. The data sources of this study were consisted of structured and semi-structured interview protocols for teachers and their students as well as observations within teachers' classroom while using web-based instructional technologies. The data were analyzed through descriptive thematic analyses by using predefined themes informed by the relevant literature and the research questions. Findings derived from this research revealed that similar to students, participating teachers' perceptions about web-based instructional technologies were positive. However, the use of instructional technologies in these teachers' classrooms were varied based on teachers' purposes. As far as the effectiveness to promote scientific literacy in general and alignment of their use of instructional technologies to benchmarks, it is understood that participating teachers' use of instructional technologies showed little alignment with the benchmarks in the existing science education program, thus provided little contribution to scientific literacy skill development of the students. Fen okuryazarı bireyler yetiştirmek üzere tasarlan mevcut fen bilimleri öğretim programı, bu amaca ulaşmak ve fırsatları artırmak, öğrencilerin öğrenme ortamlarını zenginleştirmek ve bilginin kalıcılığını sağlamak amacı ile öğretmenlerin fen öğretim süreçlerinde öğretim teknolojilerinin kullanımının önemli olduğunu ifade etmektedir. Bu bağlamda, Fen bilgisi öğretmenlerinin derslerinde Web tabanlı öğretim materyallerini hangi amaçlar doğrultusunda kullandıklarının belirlenmesi ve bu kullanımın etkinliğinin incelenmesi gerekmektedir. Bu noktada bu çalışmanın amacı, Fen eğitiminde öğretmenler tarafından tercih edilen web tabanlı materyallerin hangi amaçlarla kullanıldığının ve etkinliğinin tespit edilmesi, bu amaçların dersin kazanımları ve öğretim programının temel amacı olan fen okuryazarı bireyler yetiştirme süreçlerine sağladığı katkıların belirlenmesidir. Bu çalışma nitel bir araştırma olup 2019 Bahar ve 2019 Güz yarıyıllarında bir devlet ortaokulunda yürütülerek çoklu durum deseni kullanılmıştır. Maximum çeşitlilik yöntemine göre belirlenen 3 fen bilgisi öğretmeni ve bu öğretmenlerin sınıflarında öğrenim gören üst, orta ve düşük akademik başarı gösteren her gruptan 3' er öğrenci olmak üzere toplam 9 öğrencinin katılımı ile gerçekleştirilmiştir. Çalışmada tercih edilen desen ve katılımcı belirleme yöntemleri sayesinde araştırma sorularının derinlemesine incelenmesi amaçlanmıştır. Öğrenci ve öğretmenlere uygulanan yarı yapılandırılmış ve yapılandırılmış görüşmelerden elde edilen verilerin yanı sıra gözlem süreçleri ile elde edilen veriler literatür ve araştırma sorularını kapsayacak temalar eşliğinde betimsel analiz yöntemi ile analiz edilmiştir. Bu analizlerin neticesinde, katılımcı öğretmenlerin derslerinde kullandıkları web tabanlı materyaller ile olumlu görüşlere sahip oldukları anlaşılmıştır. Ancak, öğretmenlerin web tabanlı materyalleri kullanım amaçlarının ve şekillerinin farklılık gösterdiği, kullanılan web materyallerin öğretim programında ifade edilen kazanımlar ile ilişkisinin sınırlı düzeyde olduğu anlaşılmıştır. Yine, çalışmadan elde edilen bulgular ışığında web tabanlı materyallerin mevcut kullanımının fen bilgisi dersinin hedeflenen genel amaçlarına ulaşma ve fen okur-yazarı bireyler yetiştirme noktasındaki katkısının yeterli düzeyde olmadığı tespit edilmiştir. Ancak öğrencilerin web tabanlı materyallerin fen derslerinde kullanılmasından memnun oldukları da elde edilen bulgular arasındadır.
