In the first years of 20th century, civil aviation as a newborn concept, has been one of the most progressive activities since it is faster than other transportation methods. In parallel to development in the world, services for civil aviation has gained importance in Turkey as well. The factors such as Turkey's rising economics status and tourism, presence in the geographical crossroads, lead to improve civil aviation activities gradually. Within the scope of civil aviation, the operation of airports and air navigation services in Turkey are provided by State Airports Authority (DHMİ). DHMİ, a state-owned company, provides these services in accordance with the principles of `efficiency and profitability` under national and international standards. The implementation of these principles is possible through an effective personnel policy. In the thesis study, as a requirement of an effective personnel policy, man-hours of the units operating in some airports within DHMİ were calculated, then by determining criteria such as annual number of airplanes, annual number of passengers, terminal size, airport size and working system, man-hours were estimated for each unit via method of Artificial Neural Networks (ANN). With the developed ANN model, the number of personnel number which will be necessary under the factors that may be changed in the future years such as the number of passengers and aircraft and the size of the terminal can be determined quickly and accurately.
