Soviet Union had been one of the two super powers for almost 45 years. There were important factors which made Soviet Union a super power such as its nuclear power which provided strategic balance against the U.S. army, its allies, its membership in the UN Security Council and, according to the geopolitical view, its dominance over the Heartland. Russian Federation became the official successor of the Soviet Union. Although Russia lost its Soviet?s population and vast land after the dissolution, it still held great power through its nuclear arsenal and effective position in the international organizations. However Russia couldn?t avoid the chaotic situation. Russia lagged behind the West in economic, military technology and scientific spheres. Its energy revenues fell down sharply. It suffered much because of domestic instability, separatism, lack of central authority and more importantly its loss of Eurasian Heartland, namely Central Asia and Transcaucasia both of which had rich hydrocarbon sources. Russia needed a strong leader to stop this negative course. It was no one but Vladimir Putin who presided Russia two consecutive terms between 2000-2008. As a former intelligence colonel, and later as the director of Federal Security Service, he was well aware of the strength and weakness of his country and its enemies. He knew what methods Russian rivals preferred to use and how to defeat them. He needed moral and material power which vested in Russian culture-gathering around a strong leader, a strong federal center, and control on energy sources, respectively. As Putin suppressed separatist movements in the North Caucasus and consolidated central power, he started to impose Moscow?s influence in the `Near Abroad? as part of his strategy . By doing so, not only did he secure southern borders against foreign threats, but by controlling the region?s energy sources, he strengthened Russia?s position against the West as well. So, to a great extent, he managed to stop the unilateral actions of the U.S. around the world and helped to the opening of a new era based on equality and multipolarity both of which were his future vision of the world reflected in the security doctrines.
