The concept of Rhetoric has been used in various means and functions since Aristotle first defined it as ?means for the art of persuasion of an audience? and developed its standards. Frank Schimmelfennig combined this concept with action, assuming that the individuals basically think and act rationally, and during social decision making, use the values, rules and norms of the society, in which they are, strategically, but at the same time, they themselves remain bound by these values, rules, and norms in order to gain legitimacy. Schimmelfennig asserts that only with Rhetorical Action the Eastern enlargement process of the EU can be explained thoroughly. Within this perspective, Central and Eastern European countries rhetorically entrapped the brakemen of enlargement by continuously claiming that they have been integrated with EU norms, and demonstrating that egoistic preferences of the breakmen contradict community rules, and thus persuaded them to change their initial rationalistic preferences. This thesis suggests that Rhetorical Action is a useful explanatory tool for the analysis of the accession process of Turkey to the EU. In this view, during the accession process, Turkey, instead of strategically using arguments based on the community?s standard of legitimacy, mostly adopted a language dominated with rationalist grounds. Brakemen in the EU member states and institutions let Greece and Greek Cypriots drive the Cyprus question into an impasse, and managed to put the outcome of the accession process in limbo by rhetorically entrapping Turkey and enlargement supporters, claiming that institutional requirements have not been met.
