Throughout time, every administration in every geography has wanted to be represented in public space. Administrations with this kind of mentality always have wanted to express what they have achieved for their community and show their ideology to the community they govern. For this reason, it is important to document how the power of the space is used to represent the ideological view of the administration. Today, as a type of building that speaks for the city it has been designed for, municipal buildings are where the ideology of the administrations is felt the most, and for that reason, it is important to examine their developments. The fact that since the early days of the Republic, a large part of the municipal structures are constructed from the projects that won contests, is important for architects in interpreting the administrations, and the places where these administrations are located. The municipal service building competitions, which started at 1930 and still continues today, have been discussed according to their three periods, by taking the laws and regulations into account that were put into practice in the process or changed through time. Samples from each period have been analyzed in the topics of site plan decisions, presidential office, parliament hall, unit managements, common spaces and general facade characteristics. This study showed the examples of municipal service building contests which have not been focused on single structure solution over time but instead communicated with their community and did not give up being representations of things mentioned above. The municipalities are now not just the buildings that carry administrative duties, they are buildings that try to communicate with their users through their programs and their interior and exterior arrangements.

Geçmişten günümüze gelen süreçte her coğrafyada yönetim kamusal alanda temsil edilmek istenmiştir.
