Tourism is a sector which basically has to offer services such as accommodation, food-beverage, transportation and entertainment each of which are essentially included in different activity groups all together according to the demands of touristic consumers. In addition, certain sectors or institutions and establishments (such as construction, industry, furniture, local administrations), which are not directly connected with the tourism sector but are somehow included in the sector, also play a role in offering all these products and services to touristic consumers. It is possible to state that development of the relationships between the tourism sector and all activity groups with whom it is connected either directly or indirectly within the scope of `value chain` will offer a greater value to touristic consumers and contribute to the increase of the competitive power. Because value chain which is formed for any business or sector aims to define the activity groups that are strategically associated with each other from the supply of raw materials to delivery to the final consumer; whereas value chain analysis aims to define different stages in the chain and shareholders and evaluate their performance. In this context, the study focuses on the approach of `tourism value chain`, which includes the relationships of tourism with other sectors with whom it is connected either directly or indirectly and is considered one of the chain rings especially by the local community that hosts the destination. In the method part of the study, the mixed method which is a research method that allows the researcher to use the concepts, methods and approaches related to quantitative and qualitative research techniques is used. Considering that the tourism value chain needs to focus not only on the economic returns of tourism, but also social acquisitions of the local community; a framework of tourism value chain centering upon the approach of `pro-poor tourism` was determined in the study. As a result of the findings acquired in the study, a `tourism value chain` model where all the shareholders are connected with the local community that hosts the destination either directly or indirectly was formed. One of the most important findings of the study is that almost all of the direct or indirect activity groups constituting the rings of the tourism value chain see the `local community` in as the most important stakeholders of tourism activities.
