144 ABSTRACT Efficiency and productivity are two of the major problems, which have not lost their actuality, leading to the improvement in the field of measuring them and many studies have been performed upon. Data Envelopment Analysis is one the measuring techniques for efficiency. Although DEA includes aspects, which seem to favor it over other techniques and positive results have been obtained from studies, it still does not guarantee that this technique will have successful results for every application. It has been determined that there are some points needing attention while applying DEA. The key points of DEA applications are the determination of input and output variables and the determination of the sample group composed of decision making units. In order to receive acceptance for the results from managers and other units, the choice and number of input-output variables and decision making units is very important. There is no doubt that the efficiency criteria that will get the result will be extremely poor with an input- output model not properly resembling the production process. When performing efficiency measurement it has to be clearly stated what the production unit is aiming to measure. With DEA applications efficiency measurement should be performed with the proper DEA model having stated the aim clearly. Otherwise, with a wrong model choice the results will deviate and probably the efficiency measurement wont give the correct results. In some DEA studies analyzed it has been observed that single period measurements have been performed and that parallel to those measurements the results have been interpreted insufficiently. Other points of interest during the potential amendment process were the theoretic deficiencies and freeness in choosing the weightings of input-output145 variables. In addition, it has also been observed that the usage of different software programs during the solving of DEA models can lead to different outcomes. Along with these defects determined, in studies where DEA was applied it has been observed that with the changes, which the decision maker could make according to his targets the results could be diverted. The main target of this investigation is to analyze these points of consideration in DEA applications as well as prove it in an example in the heart of the finance sector, which is banking. This is why in the last part of this study the reasons and the effect on the results of the differentiations in the application parts of studies within previously examined DEA literature are tried to be shown using the variables derived from the balance sheets of commercial banks within the Turkish banking system.
