Since the latest period of the Ottomans the military cadre has occupied an importantposition within the movement towards modernisation, which has paved the way for Army tobe identified as ?progressive? and ?pioneer?. Unification of the ?founder? mission in the Warof Independent with the ?protective? mission during process going to Republic andRevolution was functional by being supportive in this sense. This ?founder-protectivemission? created a base for the military to have a straightforward association, although notwith on a day-to-day basis, with the ordinary politics regarding country?s progress and future. The 27 May 1960 coup d'état, which was performed by lower ranked commissionedofficers, was a continuation of this process. It was a period during which main politicalmovements took their shapes, social activities stirred and industrialisation gained momentum.Combination of social disorder with the idea that the framework brought in by coup d'état wasinfringed by the government as well as the encouragement from the civil junta was followedby the military memorandum of 12 March 1971.The First Nihat Erim Government, which established after the military memorandumcould not achieve its reform claims. The inconsistency between his policies and theparliamentary majority was effective on this ending. One of the discrepancies of the processwas anticipating a solution from the Parliament that was blamed by the military. TheGovernment appears to get caught between the military and the parliament and with thereflection of the outside division into the Cabinet, which prevented the Government fromtaking a unified will. In addition, lack of a joined willpower between the higher rankedmilitary echelon reduced the possible support would come from the Army to Government. With the effect of public order and constitutional amendments taking priority over thedetermination for intended reforms the reformist clique of the Government resigned.Although the Second Nihat Erim Government, that was established following the resignationwas sensitive to the parliamentary majority?s considerations and comparatively presented amore consistent body, it even lasted shorter term. This was mainly a consequence of politicalparties not giving the support they pledged when they forced by military, political conflict andweakening of the military element. Erim Governments, as referred to by Kurtul Altug, endedas ?incompetent government? as a result of being caught between the army and parliament. As to the 12 March period, it ended with the disappointment of those who applauded at thebeginning.
