Fulfilment of all needs from the world scale to the household scale demand on the basis of needs depends on the supply cyle in a measurable amount. Land, which is a scarce resource shouldn't use up quickly by providing supply-demand balance. That is, it is necessary to plan the land usage and to evaluate every aspect within these plans by considering the cost/benefit and without disrupting the balance of natural life. Thus, the valuation of land is of great importance as the land is the basis for the need for sheltering apart from agriculture, industry, and underground resources. While traditional valuation methods used today producing momentary solutions, mass appraisal is needed by using modern valuation methods. There is no mass real estate appraisal system and infrastructure in our country. Establishment of this structure depends on the determination of the criteria affecting the real estate value at the optimum level and standard. Because criteria affecting the value of real estates are matters of the existence of objective and subjective elements and there are many criteria that vary in micro and macro scale. With the determination of mentioned criteria in optimum level, the base of mass appraisal will be created. The purpose of this study is to develop and standardize the geographic data model by reaching the optimum criteria affecting the plot value. The study was carried out in these stages; The identification of the problem, the investigation of the source (determining the criteria), the survey study, the criterion analyzes, the creation of the data set, the verification of the model and the performance analyses. In the study, the plot was selected as the real estate type. The criteria affecting the plot value have been determined as a result of extensive literature search, including master/doctoral theses published by the Council of Higher Education, legislation, international valuation standards, valuation and expert reports, tax modernization projects and national/international books, articles and notices. The criteria which gathered under the major topics of Legal, Physical, Locational and Neighborhood features, were prepared as the survey form in five-point Likert Scale. The survey data were collected by directing to the experts and citizens of Ankara, Konya and Kayseri provinces selected in Central Anatolia Region. The survey data were regulated and criterion analysis was done using frequency, principal component, factor and analytic hierarchy process methods. These methods are different from other analyses as they do not require dependent variables and are the reason for being prefered. According to the analysis result in each method, different reduced criteria were found. In order to verify the model with the reduced criteria, Konya province center neighborhoods were determined as study area. Market samples of the plot were obtained from this study area. At this stage, the data set has been completed in five steps from small scale to large scale. In the first two stage, they are regulated by collecting neighborhood features which are neighborhood-based on a small scale, and locational features which are parcel-based on a large scale. In third, the values of the plots composing the market samples and stock ratios by conducting market investigation were added to the parcel-based data set. In fourth, the legal and physical characteristics of market samples are collected parcel-based. Finally, the neighborhood and location indexes composing geographic data models are generated and the data sets are regulated by processing the corresponding values from the samples.Mathematical models were obtained by using Multiple Linear Regression Analysis at the last stage of the study and by creating various combinations with reduced criteria which are results of criterion analysis methods. Performance analysis of each combination was examined. The value maps are generated by associating market samples in GIS with the values obtained in the model result. Error maps were produced by comparing the value maps obtained from the market with the model. Because of spatial-based these maps have been interpreted as visually easier, simpler and apprehensibly. The highest success among the models with a total of 41 criteria was R2 value of 0.85, in consequence of Factor Analysis, the R2 value was calculated as 0.80 in the model with 13 reduced criteria. The implementation shows that mass plot appraisal can be done by saving time, effort and cost and achieving success with fewer criteria. Keywords: Plot valuation, mass appraisal, factor analysis, principal component analysis, analytic hierarchy process, criteria reduction, standards of criteria, index.
