Terrorism has transformed itself by the influence of globalization and the effects of this new terrorism have caused states to search for methods of fighting against it. Of these methods is the targeted killing arising after especially the practices of the USA and Israel, which awakened controversy. Generally the concept of targeted killing is approached in the context of international humanitarian law (jus in bello) and human rights. The concept of targeted killing has no negative meaning like assassination and extrajudicial killing and hence is used as a neutral concept. This inclines that targeted killing is not wholly illegal and requires an event-based examination. In this study, first of all, the environment that shaped the concept of targeted killing and the meanings of the concept vis-à-vis the frameworks it is used in are examined. Following that, under which conditions the targeted killing can be accepted as legal is specified with regards to humanitarian law and right to life, which is one of the most important human rights. Finally, by interpreting the chosen examples from the practices of the USA, Israel and Russia, the concept of targeted killing is tried to be better understood in the system of international law. As a conclusion, this study argues that current facts are changing both the perception and the interpretation of law and so they are changing the framework of fighting against terrorism. Henceforth, one of the most vivid examples of this change, the concept of targeted killing is examined in detail. In addition, claiming that legal interpretation requires protecting the fundamental values of humanity, interpreting the concept of targeted killing within the boundaries of this requirement should be the main objective. Therefore, it is carefully noted that in such a context the principle of proportionality carries a vital role.
