Özet

ABSTRACTThe discussions about the management and government systems in Turkey extend to the Ottoman imperialism. The partial westernization movement with III. Selim reached its peak with Tanzimat and Islahat Fermanı. From this period, Turkey has turned its face west to the restructuring of the administrative and political sys-tem. In this context, it can not be said that the debate of the government system in Turkey is a new phenomenon. In terms of political system, Meşruti administration, parliamentary government system and parliamentary system tests have marked the political life of our country. In Turkey, the parliamentary system and the political stability issues are at the forefront of the recent government system debate. From the perspective of strong power, effective governance and strong opposition structure, it seems that the quest for an alternative political system in our country has begun to be discussed more strongly, especially at the negative consequences of poor coalition governments in the country. With the 2007 Constitutional amendment at the center of the discussions, the presidency, semi-presidency or `Turk-type Presidency` headings in Turkey are on the agenda. The main aim of this Master's thesis is to put forward the problems of the Parliamentary system in the direction of the discussions; Is to demonstrate the appli-cability of presidential or Turkish presidential system ministries in relation to Turkey's political, cultural and social history. Keywords: Presidential System, Semi-Presidential System, Parliamentary System.
