m THE EFFECTS OF IMF PROGRAMS ON ECONOMIC GROWTH: THEORY AND EMPIRICAL ANALYSIS ABSTRACT The International Monetary Fund (IMF) has been a major source of financing for countries, which suffer severe balance of payments and external debt difficulties, since its creation. The IMF provides these countries with credits on the condition that governments of these countries are obliged to undertake specific policies. These policies typically entail fiscal austerity (cutting goverment expenditures and increasing taxes), tight monetary policy (raising interest rates and reducing credit creation), and currency devaluations. A question that is frequently raised in connection with IMF supported programs is whether such programs have been effective in economic growth objective. In the literature, in terms of effect of IMF programs on economic growth, some works find either a negative or no effect, while others reach a positive effect. The literature suggests that the five approaches have been applied to evaluation of IMF supported adjustment programs: (1) the before-after approach, (2) the with- without approach, (3) the general evaluation estimator approach, (4) the actual- target approach and (5) the comparison of simulations approach. Although there have been many studies on the related subject over the past two decades, one can not conclude without doubt whether these programs engender a decline in growth or not This study is concerned with the programs supported by the IMF. The purpose of the study is to examine the effects of IMF supported programs on economic growth for the selected countries including Turkey. In this resarch the effects of IMF programs on growth are estimated by employing the before-after approach and the with-without approach. Finally this study reach the mixed results as is in the literature. Keywords: IMF programs, economic growth, evaluation approach.
