StlKfcARY Reconstruction studies are the biggest factor of cities having an orderly and healthy building scale. These studies coven, which even is iligible, technical or legal operations that are realized with organized plans. Between all the studies that are done concerning this subject` Zoning and construction applications` come in the first place in our country. These studies purpose the most suitable construction application and construction plan to reflect the structural zone. The construction plan applications that are made with one of the existing application forms, ` Land Reallotment` is the most preferred as it takes less time and application, Especially in the last few years, the innovations that are brought forth by new laws and regulations, the applications which have been done in organized ways have increased a great deal, However the applications that are done in organized ways stemming from the method in office studies, sensitivity and loss of time is the subject to discussion. Although the organization studies are seen as a renewal of cadastre, these studies should be accepted as a transition to a modern cadastre and operations to be done should be in a quality that will answer all the cartography needs, Ibr this reason it is necessary to set up the. models make use of the existing possibilities and search the ways to study with the optimum efficiency, As knew, today the most effective tool to solve the engineering problems in a fast and correct way is the computer, Together with com puters, the fast improvements in a measuring tools secure the measuring operations to be done fast inproportion to the old days. The methods, which are used for the application of zoning and construction plan carried out with land reallotanent, have been influ encing the activities in this field negatively. The solution of realr lotment problems, which is quite important in the course of application at office work, is one of the agenst which delays the application. VIIt is necessary to support the work of the reallotment by electronic measuring instruments and computer in order to obtain the right know ledge concerned with solution of problems and subdivision. The methods that are used in the application of zoning and const ruction plan, studies made by building land and land organization, are the most useful in the existing application forms. The applications that will be done this way, the positive and negative influences that the construction plan will bring to the area effects all the cadastre parcels in an obvious way What is wanted here, is that, all the parcels being effected from the differences in the same rate, Ibr this to be realized the land information system constitution parcel volues should be determined so that the purposed cadastre will be obligatory. But it is impossible to come across a study like this in our country in general, The technical studies that are done in building land and land organization could be raised in a level to serve this purpose. To realize this computers should be used for measuring operations, elec tronical tacheometers and all kinds of calculations. Especially when property is the subject, the operations which will be done need a different sensibility for this reason computers use is unavoiadable in order to get correct information. Computers can be used in many ways with the applications that are done in organized ways. These are the information taken from the registration units that are connected to the tacheometers in land, these will be processed and drawn by computers. The execution of these studies in a complete way is an automation operation, and this operation can be realized with a long run work. The computers can be put into ression only in the arrangement studies that are made with present forms. These can be divided into three groups as preparatory works, field works and arrngement work. This groups; i) Preparatory Works _ The registration control _ The application informations check ye*ii) Field Works - The coordinate transformation - The computation of traverse - The computation of offset survey - The computation of coordinate ` Polar (angle, distance). Rectangular coordinate iii) Arrangement Work - The computation of the area - The computation of the share - The cliche arrangement - The coordinate arrangement - The computation of the parcel corners coordinate - Subdivision Before land studiesthe inspection of the title deed enlistments, to have the application knowladge based on the wanted method and often the building land studies, transformation calculations, field calculations and some parts of parcel corner coordinate computations and distributions can be analysed by computers. Especially the distribution operations which have coplex structures are realized in an block base. In this stage, we come across the problem of dividing an block into several fields. For this reason construction blocks which have reparation lines, should be divided in itself and block corners should be renunbered and put into operation as if they were new blocks. This operation necessitaten some attention and also destroys the completeness of the distrubution. The blocks that will come out in the end can be connected with a number of editing operations and with this the block may take its own original shape, In this study; in which will be. made through reallotment, has been pointed out and computer programs related to the stage have been prepased. Especially the processes until the distribution of parcels and some part of distribution have been fulfilled. Transition of full automation in application made with reallotment and accurate «fulfillment of distribution which has a complicated structure need a long run work. VIII.
