When it is thought over housing right which is one of the fundamental rights of human, to being accesible by all social groups which are part of society, social situation confronts. Industrial development in Western lands and the housing rights in modern post-industrial cities, a housing problem for low-income social classes that is not easily accessible; it becomes a `social housing problem` with financial, political and social parameters. In many social welfare countries such as England, Germany, France which are modernizing with industry; It is observed that problems related to the need for housing, especially for the lower social classes, appeared in the 1800s. These countries have produced a step-by-step solution to the housing shortage in a historic period of 150-200 years. Every solution is a model and has conceptual responses and also there are actors who take on these solution models. The housing problem in Turkey begins late, with rapid population growth and urbanization in the 1950s. In the face of this problem, housing policies and mass housing production models of western welfare states begin to take role models in order to produce quick solutions. When we look at housing applications in Turkey; the concepts of housing production from the western countries are imported, but it has been determined that the application models are very different and that these applications do not overlap with the imported concepts. The social class who lived the housing problem as a `problem` is low-income proletariate in the the historical time course. Models have been developed in the West where public has the main role for the solution of this problem and the public presented these social housing as `rent`. In the period of 1960-1980, in Turkey, where housing crisis is dominant, this period is different from the West for the low-income social classes. In those years, cheap social housing production in Turkey was tried to be temporarily resolved with the worker's building cooperatives organized under the roof of unions. `Rental social housing` were not realized in cooperative models, in relation of `posession (seisin)` of dogma. Also the urban poor were solved this problem with the `shanty house` as a model for their own survival. Since right liberal parties had passive role confronting the social housing problem, the attempts of unions, the attempts of unions such as Maden-iş, DISK and TIP's housing statements are important.Key words: housing problems, social housing problems, housing of cooperatives, rental housing, housing of workers, housing, industrialization.
