Özet:

It is the aim of this study to examine the effect of city councils on the determination of agenda in the municipal councils as an indication of local governance. Within this scope, the city councils and the municipal councils of Antalya, Afyonkarahisar and Burdur are included in the study. Two different questionnaire forms have been prepared for the members of councils in the municipalities and the cities, and face to face technique has been used as for the interview. The data collected have been analyzed with SPSS 16.0. As a result of the analysis, it has been determined that the city councils of Antalya and Afyonkarahisar are effective on the determination of agenda in the municipal councils but the effect of Burdur city council is at low level in this scope. Furthermore, it has been observed in the comparative tests that there are significant differences in favor of Antalya city council among the city councils, and in favor of Afyonkarahisar municipality among the municipalities. As a result of this study, it has been concluded that the city councils might be effective in the decision-making processes subject to the number of members, their structures, their institutionalism level and their relations with the municipality management based on the interviews and questionnaires within the scope of this study in spite of inadequacies arising from current legislation.
