Özet:

Süreyya Ağaoğlu 1903-1989, Türkiyes first woman lawyer, was a Republican woman who made significant contributions to social and cultural values. She founded the Childrens Friends Association ÇDD in 1949 in pursuit of an ideal for children, which she called her whole goal. After the end of World War II in 1945, the number of orphaned children, or children who had families but could not receive family support and were called street children, increased, especially in Istanbul. ÇDD aimed to take care of orphaned children and reintegrate them into society. ÇDD did not only undertake the care and protection of the children within its organisation. It has made significant contributions to the development of child policies in Türkiye. In this respect, it has been an important milestone. The association has strengthened education and social services with strategies that support the development of childrens policies, and has worked to provide concrete solutions for the needs of children. In this article, the activities of ÇDD, which was founded in 1949 and is still active today, and the conditions for its establishment are analysed in a cause-and-effect relationship. In the study, the decisions of the board of directors of ÇDD, which is a first-hand source, were utilised. A literature review was conducted on the historical development of child policies in Türkiye and archives, memoirs, press publications, research and analytical works in this field were scanned. Content analysis method was used to analyse the obtained data in more detail. This article aims to provide an original contribution to the childrens issue that still awaits a solution today by addressing ÇDD activities from a historical perspective.
