He took lessons at the Sıbyan school and from private teachers. Ahmed Hamdi Pasha took his first step into the Ottoman bureaucracy at the age of fifteen by joining the Kethûdâ Kalemi. After a while, he served at the Dâr-ı Şûrây-ı Askerî and later served as the letter-writer of Seraskerlik. In 1868, he was appointed to the Ministry of Evkaf-ı Hümâyûn, and during his tenure, he had the restoration of the abandoned charitable institutions made. He became the Minister of Finance with the rank of vizier on 18 June 1871 during Ali Pashas grand viziership period. In 1872, he was appointed as the Minister of Finance for the second time during grand viziership of Şirvanizâde Rüşdü Pasha. During his tenure, a regulation on the bail of civil servants was enacted. In 1877, he was appointed as the Minister of Internal Affairs. During this period, the Ottoman State was in a great crisis. Demoralizing bad news was coming from the fronts. While in the meantime, Ahmed Hamdi Pasha exhibited an attitude in favor of war and effort. Upon his attitude, he was appointed to the office of Grand Vizier by Abdülhamid II on 11 January 1878 in place of Grand Vizier Ethem Pasha. While this bad trend was evaluated, Ahmed Hamdi Pasha advised Abdülhamid II to leave Yıldız Palace and move to Beşiktaş Palace. This advice was not welcomed by Abdülhamid II. Subsequently, Ahmed Hamdi Pasha was dismissed from his position as grand vizier on 4 February 1878. In place of Ahmed Hamdi Pasha, Ahmed Vefik Pasha was appointed with the title of Chief Deputy. Ahmed Hamdi Pasha served as Governor of Aydın, Danube and Syria. In 1880, Midhat Pasha was dismissed from his position as Governor of Syria. Upon this, Ahmed Hamdi Pasha was appointed as the Governor of Syria. During his tenure, he found the opportunity to convey his opinions and suggestions to Grand Vizier Mehmed Said Pasha by sensitively following developments in the region. Ahmed Hamdi Pasha endeavoured to have a meticulous attitude during his duties.

Ahmed Hamdi Paşa, eski sadrazam Abaza Melek Ahmed Paşanın soyundan gelen Yahya Beyin oğludur. 1826 yılında İstanbulda doğmuştur. Sıbyan mektebinde ve husûsî muallimlerden ders almıştır. Ahmed Hamdi Paşa, on beş yaşında iken Osmanlı bürokrasisine, Kethûdâ Kalemine girmek suretiyle ilk adımı atmıştır. O, görevi sırasında bölgedeki gelişmeleri hassasiyetle takip ederek görüş ve önerilerini Sadrazam Mehmed Said Paşaya aktarma fırsatını bulmuştur. Ahmed Hamdi Paşa, görevleri esnasında titiz bir tavır içinde olmaya gayret göstermiştir.
