Özet:

This research aims to analyze the functionality of open data in geographic information systems GIS and planning practices by comparing national-scale urban navigation applications with transparent data platforms in Turkey and France. The Géoportail platform, launched in France in 2006, was designed in partnership with the French National Geographic Institute IGN and the Institute for Geostrategic Research BRGM, providing users with multi-layered data access and dynamic GIS tools. Turkeys Cloud-Based Urban Management System BKBS, on the other hand, was implemented in 2015 and optimized to enhance municipalities urban data management capacities. While the French Géoportail stands out with its rich data repository and intuitive GIS interface, the Turkish BKBS offers integration into planning processes with its city guide components tailored to the operational needs of local administrations. The comparative analysis of the two countries data platforms and urban digital tools highlights the role of open data policies in decision support mechanisms and proposes methodological improvement suggestions for the development of both systems.

İki ülkenin veri platformları ve kentsel dijital araçlarının karşılaştırmalı analizi, açık veri politikalarının karar destek mekanizmalarındaki rolünü vurgulamakta, her iki sistemin gelişimine yönelik metodolojik iyileştirme önerileri getirmektedir.
