Özet:

The responsibility of the head of state is regulated differently across the governmental systems adopted by the Turkic states that gained independence after the dissolution of the Soviet Union, as well as in Turkey. A comparative analysis of the criminal, legal, and political aspects of the head of states responsibility in Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Turkey will facilitate the development of democratic arrangements. This study explains the governmental systems established in the independent Turkic states and presents structural reform proposals aimed at fostering more democratic arrangements through a comparison of the responsibilities of the head of state. The absence of specific studies on this topic in the existing literature underscores the significance of this research and provides a foundation for comprehensive studies to be conducted in the future.
