Özet:

The contemporary understanding of execution sees deprivation of liberty as more than a punishment and focuses on the role of punishment in preparing the punished person to become a productive citizen. With this understanding, reintegration with society is adopted as an execution policy. Legally binding international human rights conventions as well as United Nations standards in the field of crime prevention and criminal justice explicitly recognise this point and emphasise the importance of steps to support the reintegration of convicts into society as a means of preventing further offending and protecting society. Reintegration, which is adopted in this context, is essentially the duty of the state. In other words, it is not a favour granted to convicts by the state. As a matter of fact, the states right and authority to punish brings with it the obligation to reintegrate with society. With this study, the obligation of the state to reintegrate the convicts into the society both before and after release has been discussed, taking into account that most of the convicts will return to the society one day. It is aimed to concretise the subject by examining successful state practices together with theoretical explanations.
