Özet:

The article discusses the agrarian reforms implemented in North Azerbaijan during the tsarist period in order to regulate the land ownership relations of the state peasants. The article states that in the first years tsarism tried to adapt local government to colonial interests without touching it, and to ensure the solution of the problems it set before it for this purpose. In time, tsarism began to apply all-Russian laws here on a large scale. The development of socio-economic relations, the solution of administrative, judicial and legal reforms necessitated the tsarist government to adopt new normative regulations governing this group of relations. This had to serve, on the one hand, to incorporate it into the general administrative system of the empire and, on the other hand, to implement the organization of the imperial colonial administrative apparatus here. It is emphasized that the beginning of the 20th century was the period when the colonial policy of tsarism in North Azerbaijan was extremely strong in all spheres of domestic life, including agriculture. The development of capitalism in the Russian Empire during this period, its deep and widespread development, also had an impact on the agricultural policy of tsarism towards remote provinces. During this period, the need for serious changes in agriculture also arose in North Azerbaijan. Such a situation necessitated the abolition of the temporary debtor status of peasants in the South Caucasus. As a result, reforms were carried out in this direction at the beginning of the 20th century and we believe that these reforms were necessary steps taken by the tsarist government in the face of the fear of revolution. Therefore, the study of the agrarian policy of tsarism at that time is of particular importance for identifying the main reasons for the tension of the internal political situation.

Məqalədə Şimali Azərbaycanda çarizmin ağalığı dövründə həyata keçirilmiş aqrar islahatların dövlət kəndlilərinin torpaq mülkiyyət münasibətlərini tənzimləmək məqsədilə verilməsindən bəhs olunur. Məqalədə qeyd olunur ki, çarizm ilk illərində yerli idarəçiliyə toxunmamağa, onu özünün müstəmləkəçi maraqlarına, bu məqsədlə qarşısına qoyduğu məsələlərin həllinə uyğunlaşdırmağa çalışmışdı. Vaxt keçdikçə isə çarizm ümumrusiya qanunvericiliyini tədricən burada da geniş şəkildə tətdiq etməyə başlayır. Sosial-iqtisadi münasibətlərin inkişafı, inzibati, məhkəmə-hüquq islahatlarının həlli çar hökümətinin bu münasibətlər qrupunu tənzimləyən yeni normativ aktlar qəbul etməsi zərurətini yaradır. Bu, bir tərəfdən onun ümumimperiya idarəçilik sisteminə daxil edilməsinə, digər tərəfdən də burada imperiyanın müstəmləkə idarəçilik aparatının təşkilini həyata keçirilməsinə xidmət etməli idi. Vurğulanır ki, XX əsrin əvvəlləri çarizmin Şimali Azərbaycanda daxili həyatının bütün sahələrində, o cümlədən də aqrar sahədə müstəmləkəçi siyasətinin son dərəcə gücləndiyi dövrdür. Bu dövrdə Rusiya imperiyasında kapitalizmin inkişafı, onun dərininə və eninə inkişafı çarizmin ucqar əyalətlərinə münasibətdə yeritdiyi aqrar siyasətinə də öz təsirini göstərdi. Bu dövrdə Şimali Azərbaycanda da aqrar sahədə ciddi dəyişikliklərin edilməsi zərurəti meydana çıxır. Belə vəziyyət Cənubi Qafqazda kəndlilərin müvəqqəti mükəlləfiyyətli vəziyyətinin ləğvi məsələsini zəruri edir. Nəticədə XX əsrin əvvəllərində bu istiqamətdə islahatlar həyata keçirilir ki, hesab edirik ki, bu islahatlar çar hakimiyyətinin inqilab qorxusu qarşısında atdığı məcburi addımlar olmuşdur. Bu səbəbdən də həmin dövrdə çarizmin aqrar siyasətinin araşdırılması həm də daxili siyasi vəziyyətin gərginləşməsinin başlıca səbəblərinin müəyyən edilməsi baxımışdan da xüsusi aktuallıq kəsb edir.
