Özet:

Provincial magazines have the ability to establish a dialogue between local and national discourses and to create a voice that reflects the specificities of their origins. These magazines, which allow new voices to be heard against cultural centralisation, reveal the richness and diversity of local cultural production. One of the main characteristics of literary journals among provincial journals is their ability to reflect the unique cultural dynamics of their regions. Rûzigâr, which was published between 1995-1996 by Erol Arslan, Hüseyin Kaya and Hasan Kaya, students of Sivas Cumhuriyet University Faculty of Literature, is a literary magazine that contains many historical and cultural riches. The journal was published for 13 issues in total. Rûzigâr, which has adopted the principle of considering cultural dynamics at both local and national level since the day it started its publishing life, has contributed to Turkish literature with the products it has published in the fields of poetry, story, essay, criticism, letter and translation. Rûzigâr is a multifaceted magazine that includes translations from Western literature as well as the works of national and local writers. In this respect, Rûzigâr should be seen not only as a marginal part of cultural production in the provinces, but also as an indicator of national and even international dynamism and cultural richness. In this context, the study aims to analyse Rûzigâr magazine in all aspects by considering the literary tendency of the period. It is thought that the contribute to researchers who will work on Sivas journals and literary journals in the provinces. In the research, document scanning and descriptive analysis methods were preferred as data collection tools. The data obtained after the examination were evaluated under separate headings according to the content analysis technique.
