Özet:

Traditional public spaces such as public parks, playgrounds, and public squares have been integral parts of the urban landscape for centuries. In todays urban areas, there are not enough empty lands to create traditional public spaces, and the financial resources to be used in the maintenance and repair works of these areas are also very limited. In recent years, tactical urbanism, which allows the use of leftover city areas with low budgets, has been adopted by the local governments of many US and European cities as a method that can help overcome these problems. In this research, the institutionalization of the tactical urbanism approach in the Karşıyaka district of İzmir was examined. The study aims to provide an in-depth examination of institutionalization in tactical urbanism that is directly related to the bottom-up urbanism approach and fill the gap in the literature in Turkey. As a result of the interviews with local government officials from Karşıyaka Municipality and İzmir Metropolitan Municipality; and the content analysis of the strategic reports of the two municipalities in the last five years, it has been understood that these municipalities have not yet adopted a holistic and systematic approach to tactical urbanism although they have started to implement some permanent and temporary tactical urbanism practices such as pedestrian plazas, parklets, and play streets individually in Karşıyaka district.
