Özet:

The first assembly, established on April 23, 1920, housed different groups during the National Struggle Period. The first assembly was defined as the Veterans Assembly. The reason is that the period between 1920 and 1922 was described as the period when the Turkish War of Independence began. In this period, I. İnönü Battle, II. The Battle of İnönü, the Battle of Kütahya - Eskişehir, the Battle of Sakarya, and the Great Offensive were fought; the assembly continued its work without a break and completed its duty as of April 1, 1923. The new assembly formed the first deputies of the Republic, with the deputies elected from 72 places, and the constituent assembly started its work on August 11, 1923. Although different numbers are expressed, the general opinion is that 286 deputies took part in the second term of parliament, and 121 people joined the parliament for the first time and took office. Six deputies from Afyonkarahisar took their place in the parliament. İzzet Ulvi Bey Aykurt, who was not in the first parliament but was in the second parliament, took his mandate as a deputy for the first time in 1923 and continued his membership in Afyonkarahisar until 1939. Then he will be a deputy from Hakkari and Eskişehir. From the land where the Great Offensive began, what a deputy did in the first assembly, which he convened under the name of the Grand National Assembly of Türkiye, will be examined. The aim will be tried to be summarized by revealing how active Izzet Ulvi Bey was in the parliament in the period covering the years 1923-1927, on which subject he objected, on which topic he spoke, and which proposals he made. In particular, his thoughts on education, agriculture, and law will be expressed. It will be tried to be given collectively how many votes he participated in, which law or mandate he accepted, which one he rejected, and how many laws he did not agree with.

Bu dönemde I. İnönü Muharebesi, II. İnönü Muharebesi, Kütahya Eskişehir Muharebeleri, Sakarya Meydan Muharebesi ve Büyük Taarruz yapılmış, meclis ara vermeden çalışmalarına devam etmiş ve 1 Nisan 1923 tarihinden itibaren görevini tamamlamıştır. Yeni meclis, 72 yerden seçilen milletvekilleriyle Cumhuriyetin ilk milletvekillerini oluşturmuş ve kurucu meclis 11 Ağustos 1923 tarihinde çalışmalarına başlamıştır. Farklı sayılar ifade edilmekle birlikte genel kanı 286 milletvekilinin ikinci dönem meclisinde yer aldığı ve 121 kişinin ilk defa meclise katılarak göreve başladığı doğrultudadır. Afyonkarahisardan 6 milletvekili mecliste yerini almıştır. Birinci mecliste olmayıp da ikinci mecliste yer alan İzzet Ulvi Bey Aykurtde 1923 yılında ilk defa milletvekili sıfatıyla mazbatasını alarak Afyonkarahisar milletvekilliğini 1939 yılına kadar sürdürmüştür. Ardından Hakkari ve Eskişehirden de milletvekilli olacaktır. Büyük Taarruzun başladığı topraktan, bir milletvekilinin Türkiye Büyük Millet Meclisi adıyla toplandığı ilk mecliste yaptıkları incelenecektir. Hedef, İzzet Ulvi Beyin 1923-1927 yıllarını kapsayan dönemde, hangi konuda nelere itiraz ettiği, hangi konuda söz aldığı, hangi teklifleri verdiği, mecliste ne kadar aktif olduğu ortaya çıkarılarak özetlenmeye çalışılacaktır. Özellikle eğitim, ziraat, kanun konularında düşünceleri ifade edilecektir. Kaç oylamaya katıldığı, hangi kanuna veya mazbatayı kabul ettiği, hangisini reddettiği, kaç tane kanuna katılmadığı toplu olarak verilmeye çalışılacaktır.
