Özet:

In this study, the travels by Aleksandr Gippius and Vladimir Mayevski, who were the consuls of the Russian Tsardom in Rize, to Anatolia, were examined and it was tried to reveal what their real purposes were and what precautions the Ottoman Empire took about them. In the study, Ottoman archive documents were mainly used. The majority of these documents consist of the encrypted telegrams made between the administrators in the places where the travels took place and the Sublime Porte. As a result of the study, it was determined that the consuls main intentions were to commit military spying and to observe the Armenian issue. It was observed that Mayevski, one of the consuls, remained neutral on the Armenian issue, but Gippius had the intention of provoking the Armenians.
