Özet:

While the transformation of the international system in the historical process has led to the emergence of new geopolitical centers of attraction, it has also led to the intentions of various actors to engage in activities for different purposes and different geographies. Today, the Asia-Pacific region has also been accepted as one of these attraction centers and has gained a vital place in the international conjuncture. The Kuril Islands problem, which is located in this geography, is also considered an important factor in terms of regional dynamics, which is considered a part of the study. This work aims to examine the effects of a possible Russian-Japanese rapprochement on regional security, if the Kuril Islands problem is resolved. In addition, it was thought that this rapprochement would have important consequences in terms of regional security and it was determined that the secondary actors would affect their presence in the region. The secondary actors affecting the course of the problem in question were determined as the USA and China, and the multidimensional relations established specifically for the problem were discussed. Accordingly, the USA became an important ally of Japan after the Second World War and the relations between the two countries improved as a result of the cooperation agreement they signed. While China increased its influence in the region of strategic importance for itself, especially with the end of the Cold War, Russia did not prioritize the region, but rather aimed at integrating with the West.. In this sense, an analysis framework has been created in the study, considering that the differences between states perceptions of each other can also be seen as a threat by states due to the complex nature of relations.
