Özet:

This study aims to examine the organization and policies of the Ministry of Family and Social Services in the context of changing conditions and transforming dynamics. The family is the most fundamental social institution, as well as the most fundamental actor in transferring the identity and self of nations to future generations. Dynamics such as technological developments, economic fluctuations, and migration deeply affect individual lives, the family institution, and the state. It is important to consider the structure of the Ministry of Family and Social Services and the services it provides in the context of todays changing dynamics. As a method, the formation, duties and powers of the Ministry were examined in a historical context; the structure of the Ministry and the effectiveness of the services it provides were analyzed against the risks that families face, such as demographic transformation, digitalization, widespread domestic violence and the disruption of the family structure. The Ministry strives to produce innovative social policies within the framework of the vision of protecting and strengthening the family; and to implement planned activities and projects in cooperation with public institutions and organizations, non-governmental organizations, municipalities, universities and the private sector. As a result, it has been determined that the Ministry of Family and Social Services is trying to adapt to the changing dynamics in order to make the services it provides and the policies it implements more comprehensive, standardized and effective.
