Özet:

Since her foundation, Russia's counterterrorism strategy has largely been shaped by her efforts in the North Caucasus. Terrorist attacks, which first emerged in Chechnya and then stretched across the North Caucasus, have spread out throughout Russia since the late 1990s. This rising threat of terrorism has provided President (later Prime Minister) Putin, who became an influential actor in the Russian Federation after 1999, an opportunity to control Chechnya within the context of a counterterrorism strategy. The following factors: 9/11 terrorist attacks and the U.S.’s global war on terror afterwards, the victory in the Second Chechnya War, the Moscow Theater Hostage Crisis in 2002 and the Beslan School Hostage Crisis in 2004 (allegedly perpetuated by Chechens) led to domestic support for Putin's counterterrorism strategy. It is obvious that Russia's counterterror strategy has denied the terrorist organizations operating in the North Caucasus and the separatist Chechens with the opportunity to reach their objectives for now. The unstable situation that still prevails in the region, however, continues to harass the people of North Caucasus and the Russian decisionmakers in Moscow. This article first seeks to highlight and then analytically describe the effects of the Russian counterterrorism strategy to the stability of the North Caucasus.
