Özet:

Water scarcity, constitutes one of the problem areas caused by climate change. Urbanization and population growth increases the demand for water, which puts pressure on water resources. As a result, the need for water management policies based on climate change is becoming increasingly important. The fact that the majority of the population in Turkey lives in metropolitan cities imposes important duties on metropolitan municipalities regarding water service. Water service is carried out by the General Directorates of Water and Sewerage Administration SUKİ in metropolitan municipalities. SUKİ, which is a local service organization, prepares strategic plans for water management in certain periods in order to provide better service. The aim of this study is to reveal how the issue of climate change affects water management, specifically in the strategic plans of SUKİs. For this purpose, the strategic plans of thirty SUKİs were examined and the strategic goals and targets determined on climate change were researched, and then it was examined whether the goals and targets in this direction were in accordance with the Turkey Climate Change Action Plan. As a result of the study, while goals and targets for climate change were found in the strategic plans of ten SUKİs, no goals and targets for climate change were found in the remaining strategic plans. However, it has been determined that all ten strategic plans in question approach climate change very superficially and only set goals and objectives specific to renewable energy resources. As a result, it was determined that SUKİs did not take sufficient action against climate change in their 2019-2023 period.
