Özet:

Earthquakes are disasters that can be predicted due to the movements of fault lines, but it is not possible to predict that they will occur at a specific date or time. Therefore, continuous earthquake preparedness and consideration of possible earthquake scenarios are very important. Especially in a country like Turkey, which has three active fault lines, being unprepared for earthquakes can lead to major disasters. Considering the destructive effects of earthquakes depending on their magnitude and intensity, the lack of the necessary preparations before, during and after the earthquake in the regions where it will occur can cause possible loss of life and property and great destruction of urban areas. The so-called February 6 Earthquakes or Disaster of the Century, which affected 11 provinces and caused major destruction in 4 provinces in particular, represents such a disaster. Rapid identification, transportation, storage and disposal of the debris wastes generated after such disasters can ensure that the wounds caused by earthquakes are healed quickly. In this respect, preparations for implementation are as important as legal competence. In this respect, the study tries to reveal how debris wastes are stored and disposed of within the framework of legal and structural problems in Turkey, which has experienced major earthquakes, on the scale of Islâhiye and Nurdağı districts. Debris wastes are composed of many different materials and the separation, storage and recycling of these materials requires a very challenging process. Information on how debris wastes are transported, where they are taken, what sorting and disposal processes they are subjected to, and how these processes are realized at the scale of these two districts was collected by interviewing the relevant institution officials of the provinces and districts. In addition, the visuals taken from the field during the visits to the institutions and the data obtained from the interviews conducted in the field are analyzed together, and some suggestions are developed on how a plan will or should be implemented against possible disasters.
