Özet:

Working conditions changed with the Industrial Revolution. Machines took the place of the arm day and radical changes were experienced in the social, social and economic spheres. The Industrial Revolution, which radically changed the standard of living, living conditions and working conditions, changed the balance in the world. The emergence of industrialization as a new power led to the birth of a new class. The working class, which had an extremely important share in the emergence of production, realized its power and struggled for its extremely limited rights. People living in villages until the revolution migrated to towns and cities to work. With the deterioration of the socio-economic balance in the cities, social class differences became more pronounced. The effects of the Industrial Revolution began to be felt in the Ottoman Empire, causing new changes in the states economic structure and labor force. A period in which workers developed class behavior began. After the declaration of the Constitutional Monarchy II, the working class, which was able to fight for its rights against the capitalists, organized mass actions. Despite the rapid increase in the number of strikes, the state enacted the Holiday Law in order to control the working class. This article discusses the restrictive measures enacted by the state with the emergence of the Ottoman working class. Using a descriptive research technique, the article discusses the problems faced by the workers and finds that the restrictions and sanctions imposed on the workers could not prevent the struggle for the rights of the working class. The effort to keep the working class under control raised the consciousness of the working class and led to mass strikes.

II. Meşrutiyetin ilanından sonra sermayedara karşı işçi sınıfı kitlesel eylemler gerçekleştirmiştir. Grevlerin hızla artmasına karşın devlet işçi sınıfını kontrol altına almak için Tatil-i Eşgal kanununu yürürlüğe koymuştur. Bu makalede Osmanlı işçi sınıfının ortaya çıkmasıyla devletin yürürlüğe koyduğu kısıtlayıcı tedbirler tartışılmıştır. Betimleyici araştırma tekniğinin kullanıldığı makalede işçilerin yaşadığı sorunlar ele alınmış, elde edilen bulguya göre; işçilere uygulanan kısıtlamalar ve yaptırımlar işçi sınıfının hak mücadelesini engelleyememiştir. İşçi sınıfını kontrol altında tutma çabası, işçi sınıfını bilinçlendirmiş ve kitlesel grevleri meydana getirmiştir.
