Özet:

Today, electrical energy is used in every aspect of life, and living without electricity has deemed unimaginable. This great importance of electrical energy in terms of socio-economic life reveals the necessity of providing it to consumers continuously and as uninterruptedly as possible. However, it is not possible to imagine an uninterrupted power system. No matter how well a power system is designed and operated, it is not possible to completely prevent power outages. The important thing is to reduce the number and duration of outages to as low levels as possible. Power outages, as the reality of power systems, are not a desirable situation for consumers using electricity. Power outages can sometimes cause damages to electricity consumers. In such cases, if the conditions of the liability reasons stipulated by the liability law are met, the legal liability of the relevant system operator towards the user may come to the fore. This article examines which liability grounds can be applied in power outage cases.
