Özet:

The aim of this study is to comparatively examine two TRTC general managers views regarding 1961 Constitution and how their views reflected in the broadcasting policies they pursued in TRT. They served in an atmosphere of political polarization during 1970s, left-leaning journalist-writer İsmail Cem and nationalist-conservative Prof. Dr. Şaban Karataş were appointed as the general director of TRT in a rough passage that occupied the Turkish agenda for a long time. İsmail Cem and Şaban Karataş published memories includes their views on the Constitution and TRT broadcasting. İsmail Cem thinks that the 1961 Constitution gave TRT the duty to represents all segments of the public. During his period, TRT raises the leftist worldview. He takes no position relating Atatürks Principles on broadcasts. Because Atatürks Principles did not have a priority in the political views he advocated at that time. Also there was no problem in TRT regarding this issue. Şaban Karataş is a representative of a political movement that does not approve the 1961 Constitution. He advocated a broadcasting policy focused on national culture. Şaban Karataş did not impose any duty on TRT based on the 1961 Constitution. According to him, it is unconstitutional for TRT to make left-wing propaganda. Furthermore, 1961 Constitution does not prevent the representing of national culture on TRT. Şaban Karataş elaborated extensively on issues related to Atatürk. He responded criticism directed at himself. Both general directors have the opinion that the broadcasting policy they follow is in accordance with the 1961 Constitution.
