Özet:

Culture, when considered in terms of its conceptual boundaries, has a very broad scope. The multifaceted nature of the concept entails that it encompasses many social domains within itself. With this characteristic, it is an undeniable fact that culture is also influential in the field of music. With the migration from rural areas to cities in Turkey, the adaptation process of the villagers to urban life has brought about certain social changes in relation to the local urban residents. With internal migration in Turkey, a new class structure known as squatting has emerged. Depending on the citys development, slum dwellers have faced social adaptation problems in the face of urban modernization. This adaptation process has created a distinct cultural structure, and slum dwellers have sought to assert their presence in urban life through this cultural framework. This effort to attain ontological recognition has primarily been pursued through music. In this context, the slum dwellers adopted a musical genre known as arabesque and sought to express their lived experiences through this music. However, arabesque music was subjected to censorship policies by the state for a period, on the grounds that it reflected reactionism. Therefore, the aim of this study is to analyze the background of the censorship approach towards arabesque music culture, which reflects reactionism in the context of modernization movements in Turkey. In the study, the data obtained from reviewing the relevant literature were interpreted by considering a historical framework, as well as social conditions and processes of change. As a result, it becomes evident that, since culture is a dynamic phenomenon, it cannot be limited solely to Western-oriented global cultural interaction, and that both the East and the West are included in this field of interaction. Arabesque music has become the most concrete example of this.
