Özet:

The oldest known practices are related to confiscation, property and personality rights seen in ancient civilizations. Confiscation, which aims to take away the property or property of the state without paying any compensation, can be seen as a deterrent punishment. In fact, while the factors during the decision and implementation of the sanction decision for reasons such as detecting the criminal and deterring possible crimes made the sanction arbitrary, the confiscation became a frequently applied source of income in the Burji Mamluks. By definition, confiscation was an act on behalf of the state, but turned into a search for power and wealth by those who benefit from the current economic chaos. In addition to bribery and favoritism, seizure, which we often see in the examples, is a moral problem, and this is also an economic weakness. According to the testimony of the witnesses of the period; Non-Muslims who visited Egypt during this period observed that even the Mamluk Emirs lived a luxurious life in the city and that they had a lot of wealth. Mamluk writers did not mention that even a single Emir had a troubled life, but they talked about the wealth of the sultan and the emirs and that they lived a life of glory. The fact that viziers, governors and other government officials have the same wealth over and over cannot be attributed to a single income. In the period of Faraj, who took the throne at a young age, the Mamluk State faced serious events such as economic crises on the one hand, the struggle between the ümera and Timur's invasion of Syria. In this turbulent environment, the first activities of the state to increase revenues are seen as the implementation of confiscation as a source of income. According to the Mamluk sources, it is seen that the most confiscation sanctions in the Burji Mamluks were during the periods of Sultan Barquq, Faraj and Qaitbay. During his reign, Sultan Ferec struggled to establish his authority in Egypt and Syria, but lost both his throne and his life in an ugly way. If we keep the confiscation practices in the period of Barquq, we can say that these sanctions during his period were dependent on the aforementioned internal and external political-military conflicts.
