Özet:

This study aims to investigate the results of service sharing implementations of solid waste management and cleaning in last eight years between metropolitan and county municipalities due to Law No. 6360, which brings a two-step model in municipality management. The research relies on perceptions of senior officers in metropolitan and county municipalities in Ordu and Trabzon. This paper uses semi-structured interview to obtain data and presents descriptive statistics. Findings suggest that the service sharing of solid waste management and cleaning between units is successfully conducted and transformation from provincial municipality to metropolitan municipality is welcomed. Moreover, service sharing between main and crossroads, and ignoring geographical structure create problems between units. Service sharing in its current form recommends that the well-functioning coordination and flexibility in service transferring between units should be performed. Service sharing based on road-type should be eliminated and physical structure of regions should be considered regarding service sharing.
