Özet:

Ankara, the capital city symbolizing the republican regime, was intended to set an example for all Anatolian cities. Therefore, even though the planned urbanization process targeted with laws and practices enacted exclusively for Ankara has not yielded the expected results, Ankara has been a pioneer in Turkey in many respects. Migration, rapid population growth, housing problems, the resulting squatter settlements, and land speculation were also encountered first and foremost in Ankara. Hence the choice of the capital city as the subject of research in this study. Examining the urbanization process of Ankara is of great importance and necessary for evaluating the urbanization process of Turkey as a whole. 100th anniversary of the Republic Anniversary of the Republic will shed light on the evaluation of all Turkish cities. In this study, after a brief evaluation of conceptually crucial issues such as urban land, value increase in urban land, land speculation, and urban rent, the adventure of Ankara is analyzed by dividing it into historical periods. Ankara is a city that dates back to ancient times and has a very essential position in terms of science, culture, and art. However, it is necessary to take the date when Ankara was declared the capital as a milestone for understanding todays Ankara. Based on this main reference point, starting from the capitalization of Ankara and the proclamation of the republic until today, urban land use, the increase in the value of urban land, and land speculation will be analyzed in four periods. In this regard, the period from the foundation of Ankara as the capital city and the proclamation of the republic until 1950 is analyzed under the heading of the capital citys construction, the 1950-1980 period is analyzed under the heading of squatter settlement as it is the time when squatter settlements emerged and became widespread, the 1980-2000 period is analyzed under the heading of zoning amnesties, a period in which squatting could not be prevented and the laws enacted led to an increase in squatter settlements, and the post-2000 period is analyzed under the heading of urban transformation, which, just like in the early years of the republic, was expanded to the whole country with a law enacted specifically for Ankara.
