Özet:

Siyasetname is documents written as advice to the rulers and contain important information about the period in which they were written. In the historical process, siyasetname was written by different thinkers about the elements that rulers and state administrators should pay attention to while governing the state and the characteristics they should have. The state organization and the officials who should take part in this organization have an important place in the siyasetname. Especially the rulers, as they are the head of the state administration, are among the most emphasized and advised people in political books. On the one hand, siyasetname remind state administrators of their responsibilities, and on the other hand, they indicate what is necessary for the society to live in peace. For this reason, state rulers aim to provide an administration that will ensure the peace and happiness of the people by requesting the writing of siyasetname. Siyasetname is important guides not only for sultans but also for all state officials. Because in the siyasetnames, not only the duties and responsibilities of the sultans but also the characteristics that many officials in the state bureaucracy should carry are included. The aim of this study is to examine Kutadgu Bilig and Siyasetname which have an important place among the siyasetnames, in terms of state organization and ruler. The elements that should be included in the state organization and the characteristics that should be present in the ruler are evaluated comparatively. At the end of the study, it is seen that both political texts have great similarities in terms of state organization and the characteristics that should be in the ruler.
