Özet:

In the 20th century, with the advancement of technology and technological tools, globalization gained momentum worldwide. It is evident that this period witnessed the greatest and fastest changes in human history. These changes have necessitated a contemporary transformation in the management styles of institutions and organizations requiring mass governance and organization. In Turkey, public institutions have also utilized strategic planning methods to keep pace with this change and enhance organizational success. In 2003, with Law No. 5018, it became mandatory for public administrations to prepare strategic plans. In 2004, strategic planning activities were carried out in 8 pilot institutions including ministries, general directorates, universities, governorships, and municipalities. In 2005, Law No. 5393, the Municipal Law, made it mandatory for municipalities with a population of over 50,000 to prepare strategic plans. With this law, municipalities prepared strategic plans for the first time following the 2006 local elections. This study focuses on the strategic planning activities in municipalities, which are the closest public institutions to the service area of the public. The study consists of two stages. In the first stage, the ideal strategic planning process was investigated through a literature review, including the Strategic Planning Guide for Municipalities, which municipalities must adhere to when preparing their strategic plans. In this context, all stages of strategic planning were examined under separate headings, essential points were noted, and evaluation criteria were created for comparing municipalities. In the second stage of the study, the 2020-2024 strategic plans of Başakşehir Municipality and Fatih Municipality were examined according to the evaluation criteria. As a result, it was understood that when municipalities prepare their strategic plans, following the guides and manuals prepared by the Strategy and Budget Directorate and actively conducting stakeholder analyses in accordance with the principle of participation increases the success of strategic planning.
