Özet:

In this study, the legal regulations and policies related to tourism before and after the military coup of 27 May 1960, the first military coup in the history of the Republic of Turkey, are examined and their reflections on Turkish tourism are evaluated. After the 27 May 1960 military coup, Turkey started to be governed by the National Unity Committee government whose members were composed of soldiers. Factors such as instability, loss of confidence, travel restrictions, decreased investments and image problems had a negative impact on the tourism sector in Turkey as in countries with a coup tradition in the world. However, many problems were aimed to be solved by developing the tourism sector, which was directly related to development, which was a priority agenda item in Turkey in the 1960s. The problems of unemployment and foreign exchange inflow that needed to be solved were the reasons for prioritising tourism. Although there was no quantitative increase in tourism during the Gürsel Government Period, which lasted only 17 months, tourism was pioneered to take its place within the state organisation. Especially with the establishment of the State Planning Organisation, the 1961 Constitution and legal regulations, Turkeys tourism policies were reshaped and the sector entered a process of revival. In this study, attention has been paid to chronology and an analytical approach has been adopted. Within the scope of the research, which is also a tourism history study, the texts of legal regulations, government programmes, commission reports, parliamentary speeches and parliamentary minutes were used as sources in addition to the literature review.
