Özet:

The multidimensional nature of sustainable development makes the application of Multi-Criteria Decision-Making MCDM methods suitable for addressing relevant decision problems. The main objective of this study is to examine the progress of E7 countries under the Partnerships for the Goals SDG 17 within the framework of the United Nations Sustainable Development Goals SDGs using MCDM methods. In this context, the development levels of SDG 17 indicators for each E7 country were ranked using the CRITIC-TOPSIS method. The findings reveal that E7 countries have prioritized partnerships in the trade sector under this goal. Additionally, SDG 17 scores representing the progress made by the E7 countries toward the Global Goals for Sustainable Development were calculated using the CRITIC weighting method in conjunction with the TOPSIS, SAW, and MEW methods. The analysis was further deepened by comparing the SDG 17 performance rankings of the countries with the UN SDG index rankings. In both rankings, Brazil was found to have the highest score. On the other hand, although Russia ranked second in the UN SDG index, it was identified as the lowest-performing E7 country in terms of SDG 17. Finally, the relationship between the rankings was examined using the Spearman correlation coefficient. The weak relationship between the UN SDG rankings and the SDG 17 rankings obtained from the analysis was found to be statistically insignificant. However, a positive and statistically significant correlation was identified between the ranking results obtained from the CRITIC-TOPSIS method and those derived from the other two methods. This study offers a novel contribution to the comparative application of MCDM methods in sustainable development analyses.
