Özet:

The primary aim of this study is to focus on the limits of the freedom of association for the Muslim Turkish minority of Western Thrace in Greece. Having provided a concise historical background on the rights of the minority before and after the 1990s, this research dedicates itself to the freedom of association and questions to what extent this right is safeguarded by Greek state mechanisms. It aims to find out why some minority associations bearing the terms Turkish, minority, or Western Thrace in their titles have been prevented from functioning as minority NGOs since the 1980s. While doing so, it uses sources in all Turkish, Greek, and English languages and explores why and how Greek court verdicts have been securitized, thus prohibiting the usage of this freedom in full. This research argues that Greek court rulings on some cases of minority associations contain more political aspects than decisions based on Greek law. Any use of these three denominations has been interpreted by Greek courts as potentially endangering regional security and public order, because these names have maintained strong ties with neighboring Türkiye for the past forty years. Thus, some minority NGOs in Western Thrace cant still function as civil society organizations possessing the legal status of registered NGOs in Greece.
