Özet:

Development agencies, which aim to unlocking local potential and utilize resources effectively by empowering local communities, especially in underdeveloped regions, carry out a wide range of activities in their regions. The realization of these objectives is possible only if communities have access to all kinds of information to transform themselves and their environment. This study aims to identify the information services provided by development agencies, which cooperate with the main actors of the region in ensuring community development, in the process of promoting local community development, innovation and knowledge production, and the existence of cooperation with public libraries. In this context, the literature in the field has been evaluated and SERKA development agency projects and activities and development library resources have been examined within a specific purpose using the document analysis method. As a result, the contribution of access to information to the formation of human and social capital in ensuring development has been supported by the literature. Because of the research activities carried out by SERKA, it is understood that significant amount of data and information about the region has been produced. Rights libraries can develop a communication network to share common ideas and solutions to regional problems with all stakeholders through their collections and information services in the development of the local community and create a platform for community participation in decision-making processes. The activity reports and projects examined suggest that SERKA should work with information professionals and cooperate more with public libraries, which are the regional information centers, for the information services carried out within SERKA to reach the local community more.
