Özet:

This study on the security issues, especially banditry movements, of the Çine kaza within the Aydın Province during the last period of the Ottoman Empire presents a comprehensive analysis by utilizing archival sources. The study is based on the documents obtained from the Prime Ministry Ottoman Archives, including the Documents of the Directorate of Security-i Umumîye of the Ministry of Internal Affairs DH.EUM., the Documents of the Asayiş Kalemi of the Ministry of Security-i Umumiye DH.EUM.AYŞ., the Catalog of Mühimme Notebooks A.DVNSMHM.d... , Ali Emiri Fund Sultan Mahmud I Documents AE.SMHD.I.., Cevdet Tasnifi Zaptiye C.ZB.., Yıldız Esas Sadrazam Kâmil Paşa Documents Y.EE.KP.., Yıldız Perakende Documents Military Maruzat Y.PRK.ASK.. As a result of this research, which examines the social and economic factors behind the banditry incidents by addressing the public order problems in the region in various dimensions, it is observed that the banditry movements in Çine kaza are directly related to the topographical features, population structure and economic dynamics of the region. The loss of effectiveness of the central administration, irregularities in the tax system, and the influence of the local zeybek culture were found to be the determining factors in the escalation of security problems. In conclusion, the public order problems in the kaza of Çine can be considered as a local manifestation of the structural problems encountered in the late Ottoman provincial organization. This study sheds light on the multi-layered nature of regional security problems by evaluating banditry incidents in the context of state-society relations. Again, this research offers important insights into the social and administrative structure of the period by addressing the issue within its historical context.

Osmanlı İmparatorluğunun son döneminde Aydın Vilayeti dahilinde yer alan Çine kazasının güvenlik meseleleri, özellikle de eşkıyalık hareketleri, üzerine yapılan bu araştırmada, arşiv kaynaklarından yararlanılarak kapsamlı bir analiz sunulmaktadır. Çalışma, Başbakanlık Osmanlı Arşivinden temin edilen Dahiliye Nezareti Emniyet-i Umumîye Müdüriyeti Evrakı DH.EUM., Dahiliye Nezareti Emniyet-i Umumiye Asayiş Kalemi Evrakı DH.EUM.AYŞ., Mühimme Defterleri Kataloğu A.DVNSMHM.d..., Ali Emiri Fonu Sultan I. Mahmud Evrakı AE.SMHD.I.., Cevdet Tasnifi Zaptiye C..ZB.., Yıldız Esas Sadrazam Kâmil Paşa Evrakı Y..EE..KP.., Yıldız Perakende Evrakı Askerî Maruzat Y..PRK.ASK. belgelerinin incelenmesiyle oluşturulmuştur. Söz konusu bölgedeki asayiş problemlerini çeşitli boyutlarıyla ele alarak, eşkıyalık vakalarının ardındaki toplumsal ve iktisadi etkenlerin irdelendiği bu araştırma sonucunda, Çine kazasındaki eşkıyalık hareketlerinin bölgenin topografik özellikleri, nüfus yapısı ve ekonomik dinamikleriyle doğrudan bağlantılı olduğu gözlemlenmiştir. Merkezi idarenin etkinliğini yitirmesi, vergi sistemindeki düzensizlikler ve yöresel zeybek kültürünün tesiri, güvenlik sorunlarının tırmanmasında belirleyici unsurlar olarak tespit edilmiştir. Sonuç olarak, Çine kazasında yaşanan asayiş sorunları, Osmanlı taşra teşkilatlanmasının geç döneminde karşılaştığı yapısal sorunların yerel düzeydeki tezahürü olarak değerlendirilebilir. Bu çalışma, bahsi geçen dönemdeki eşkıyalık olaylarını devlet-toplum ilişkileri bağlamında değerlendirerek, bölgesel güvenlik sorunlarının çok katmanlı yapısına ışık tutmaktadır. Yine bu araştırma, konuyu tarihsel bağlamı içerisinde ele alarak, dönemin sosyal ve idari yapısına dair önemli çıkarımlar sunmaktadır.
