Özet:

In this article, different approaches to deindustrialization are elaborated and different practices in Turkey and the East Asian countries are compared. In those works defined industrialization two approaches are to stand distinguishes. In one approach, change in industry, especially in the manufacturing industry, is considered. In another approach, studies that relate to the total output or employment rates in the industry come to the fore. Structural transformation that will occur as a result of the decrease of the industrys share in total value added and its share in total employment has not been actualized in Turkey. It stayed behind them in attracting foreign capital, which has strategic importance in the industrialization process. As for East Asian countries, strategic areas such as the creation of state-supported strategic technology policies-infrastructures and the creation of investment opportunities were realized through strategic policies implemented under state control.
